Wilshire Center District Team’s Activities

Last quarter, the sidewalk maintenance team collected 2,778 bags of trash (63,894 lbs.), dispensed approximately 4,000 doggie bags, picked up 12 bulk items, and removed 145 graffiti tags on sidewalk pots, poles, and news racks. The crew is out every Monday and Thursday sweeping the sidewalks, picking up trash, clearing gutters and painting out graffiti from street poles, news racks, and flower planters. The team empties 59 trashcans throughout the District due to the City's reduced efforts, which had led to an overflowing of the cans.

The landscape crew for the District's streetscape continues to maintain all 15 medians and about 160 flower pots along Wilshire Blvd. The work consists of removal of trash, trimming of plants, watering of plants, repairinthe sprinkler system, and replacing damaged plants. There was a car accident at the median near Wilton Pl. that destroyed the backflow, the electrical control system, a couple of sprinkler heads, dozens of plants and one tree. The median repairs on median #1 were completed last month.

Last quarter, the security team assisted the City in getting over 391 bulky items picked up, made 16 calls to the City for street services, assisted in getting 617 graffiti tags cleaned up, and 30 potholes were reported and fixed. The team responded to 69 calls for assists to the LAPD and others. They issued 69 illegal vendor warnings and assisted 67 homeless individuals; 116 illegal signs were removed. The team addressed the subject of 18 belligerent transients and 10 drinking in public. The team captain attended 3 LAPD crime control meetings and attended the quarterly WC/K Business Watch meeting.

Other News

The Environmental Enhancement and Mitigation Program Grant partnership with KYCC that includes installing a drip irrigation system in the Wilshire median, removing damaged tree wells, and planting and maintaining new street trees will begin next month.

The WCBIC has now met several times with the RFK Community Schools and People For Parks to discuss the possibility of opening an area of the RFK School Campus (lawn, basketball courts, track, etc.) on weekends to be used by the community as a Public Park.

The WCBIC continues its efforts to work with the LAHSA, DMH, CD10, CES, and others to continue homelessness outreach.

WCBIC, in partnership with the Red Cross, developed a draft resiliency plan to ensure that our community can be stronger and more resilient during and after a major disaster. WCBIC is now C.E.R.T (Community Emergency Response Team) certified.

Community News

The historic and hip dining and nightlife center Chapman Plaza has been sold, and new owner ArcWest Partners plan to restore the structure to its historic grandeur. ArcWest is a joint venture of real estate companies Arc Capital Partners and Belay Investment Group. The company says that they are looking to improve operations and enhance the architecture.

Though the Wilshire Center District of Ktown is the site for a lot of new development, it also has many great old Art Deco style buildings, such as the Hotel Normandie and many others, and the Chapman Plaza is certainly one of these.

Arc Capital Partners says that they liked the area for its appeal to the millennial crowd as a walkable, bustling neighborhood. The new owners see the density and diversity of the District as a huge strength and are currently scouting for more opportunitites in the neighborhood.

Chapman Plaza opened in 1929 as produce market designed with the automobile in mind. It was designed by the firm of Morgan, Walls, and Clements in the Spanish Revival style. In 1988, it was named a Los Angeles Historic-Cultural Monument and in 1990, the structure was given a comprehensive renovation by The Ratkovich Company and architect Brenda Levin.

NOTICE OF ANNUAL MEETING AND AGENDA
THE WILSHIRE CENTER BUSINESS IMPROVEMENT CORPORATION

Advisory Board of the Wilshire Center Business Improvement District

The Annual Meeting of the assessed establishments, assessees, in the Wilshire Center Business Improvement District will be held on Thursday, August 25, 2016. Coffee and donuts will be served at 8:00 a.m. and the meeting will begin at 8:30 a.m. The meeting will take place at Southwestern Law School, Bullocks Wilshire Building, 5th Floor in the Salle Moderne Room, 3050 Wilshire Blvd., Los Angeles.

This is a forum for assessed owners and other members of the District to familiarize themselves with the functions of the Corporation and to express their concerns and desires to the Corporation?s representatives.

AGENDA FOR MEETING:

1. Call to order, introductions and public comments.

2. 2016 and 2017 WCBID Program overview of maintenance, security, marketing, and other programs. For an update visit www.wilshirecenter.com.

3. Elect the Directors of the Corporation for a term commencing August 25, 2016, and continuing for one (1) year or until their successors are elected.

4. To transact such other business as may properly come before the meeting.
