Release Form for Cool District Greenhouse Gas Inventory: LADWP

I support efforts to reduce greenhouse gas emissions and protect the climate, including the Cool District program sponsored by the Wilshire Center Business Improvement Corporation (WCBIC). As a property owner/manager in the Wilshire Center area (which is bounded by Harvard, Wilton, Third and Seventh streets, I want to help the Cool District measure its progress in reducing such emissions. By signing this release form, I grant permission for the Los Angeles Department of Water and Power (LADWP) to release my electricity and water consumption information (select one)

a. _____for calendar years 2007-2009, inclusive, (I acknowledge that beginning in 2009, I will receive annual notices requesting that I grant the release of my electricity and water consumption information for additional years); or

b. _____for all the years that I reside, or my business is located, in the Wilshire Center,

to the Wilshire Center Business Improvement Corporation (WCBIC) or its agents. This consumption information will be used for the sole purpose of developing the Cool District greenhouse gas inventories for the same years. WCBIC and its agents may publish electricity and water consumption information for the Wilshire Center as a whole, or for various sectors of the Center, such as residential multi-family, single family, small commercial, large commercial, or institutional, but will not publish or release my personal utility bills or the information contained therein, to any entity other than myself.

I understand that the Wilshire Center Business Improvement Corporation, a business improvement district that was formed in accordance with regulations set forth by the City of Los Angeles, and which is recognized by the City, plans to launch the Cool District program on April 22, 2008. The goal of the District is to reduce greenhouse gas emissions 2 percent each year, beginning in 2009. Carbon dioxide is the most prevalent greenhouse gas and is produced by the combustion of fossil fuels, including gasoline, natural gas, and diesel in vehicles, equipment, and power plants. These sources produce direct greenhouse gas emissions. Electricity is used to pump water to Los Angeles. Therefore, the consumption or use of electricity and water by LADWP customers, including businesses, homes, and schools, generates indirect greenhouse gas emissions.

In exchange for providing this information to WCBIC and/or its agents, WCBIC agrees to publish annual Cool District greenhouse gas inventories on a publicly-accessible Web site, commencing in 2009. I retain the right to cancel permission for the Los Angeles Department of Water and Power (LADWP) to release my electricity and water consumption information to the Wilshire Center Business Improvement Corporation (WCBIC) or its agents, upon written notification to Los Angeles Department of Water and Power (LADWP).
